Community Program/Community-Based Participatory Research Request for Proposals (RFP)

About the Lance Armstrong Foundation

Today there are more than 10 million people with cancer in the United States, and 3 out of 4 families will help care for a family member with cancer.  The Lance Armstrong Foundation (LAF) helps people affected by cancer focus on living; we believe unity is strength, knowledge is power and attitude is everything. We define cancer survivors as those who have been diagnosed with cancer as well as the people in their lives who are affected by the diagnosis, including family members, friends and caregivers. Survivorship begins at the moment of diagnosis and continues through the balance of life. We serve our mission through advocacy, public health and research. Founded in 1997 by cancer survivor and champion cyclist Lance Armstrong, the LAF is located in Austin, Texas.

Intent

Through this Request For Proposals (RFP), the LAF seeks to create a community of individuals and organizations nationwide that both understands the challenges and opportunities that a cancer experience presents for a lifetime and is committed to collaborating to address and resolve the physical, emotional, and practical issues faced by cancer survivors. Through the responsible investment of LAF resources in community-centered initiatives, we join our fellow organizations in reaching out to the underserved, raising and addressing neglected survivorship issues, and impacting all survivors across the United States in a personal, meaningful way.  

Grant Types

The LAF is offering the following grant types during the 2007 grant cycle: 

Community Program Grants

  • Implementation grants will be awarded in the amount of up to $25,000/year for up to two years. It is estimated that ten (10) implementation grants will be funded in this cycle.
  • Evolution grants will be awarded in the amount of up to $100,000 over two (2) years OR up to
    $150,000 over three (3) years. It is estimated that three (3) evolution grants will be funded in this cycle.

Research Program Grants

  • Community-Based Participatory Research (CBPR) Planning grants will be awarded in the amount of up to a total of $25,000 over 1-2 years. It is estimated that five (5) CBPR planning grants will be funded in this grant cycle.

The LAF is issuing a limited research RFP for community-based participatory research through the 2007 RFP. We will not issue a general survivorship research RFP this year. We will award grants to the top-rated, unfunded proposals received through the 2006 RFP. In general, we plan to assess our current portfolio and identify the greatest areas of need where we can make an impact in the future and maximize the effectiveness of our research program.

Eligibility

Applicants must be non-profit organizations in the United States, classified as other than a private foundation under the IRS code, to be eligible for a grant. Comprehensive Cancer Control Coalitions are eligible to apply through a non-profit fiscal agent. 

The LAF will only fund:

  • Non-profit organizations that are tax-exempt under Section 501(c)3 of the Internal Revenue
    Code and classified as other than a private foundation under the IRS code
  • Organizations located in and serving the United States and/or US territories
  • Community-centered projects focused on cancer survivorship
  • Projects serving a community defined as populations that may be defined by geography, race, ethnicity, gender, sexual orientation, disability or other health condition, or to groups that have a common interest or cause, such as health or service agencies and organizations, health practitioners, policy makers, or groups with public health concerns
  • Programs that are aligned with the priorities established in the National Action Plan for Cancer Survivorship

The LAF will NOT fund:

  • Advertising campaigns or fundraising events
  • Cancer prevention activities (such as prevention education and/or screening for primary cancers)
  • Community Program applicants currently receiving funding through the LAF's Community Program (Current grantees who will not have submitted their final report as of July 1, 2007 will not be eligible for application to the Community Program in this cycle, but are eligible to apply for funding through the CBPR Research grant mechanism.) 
  • One time or annual events that do not include follow-up components
  • Scholarships/sponsorships for participation in programs or events (such as gym memberships or camp fees)
  • Camps
  • Community Program proposals that are solely research-based and not oriented toward service delivery 

Use of Grant Funds

Salaries are allowable only for program staff time spent directly on project activities proposed in the funding request.

Indirect expenses cannot exceed 10% of the total program cost. Additional non-personnel expenses are limited to direct project-related costs.

How to Apply

The LAF uses an online Letter of Intent (LOI) process. All applicants who would like to be considered for a grant from the LAF must submit a Letter of Intent in the proper format through the online system, ProposalCentral.  To apply, please click on the appropriate link below.  The online system will open at 8:00 a.m. Eastern Time on Thursday, March 1, 2007.   Applicants may submit multiple LOIs during this funding cycle. 

The deadline for receipt of LOIs (accepted through our online process only) is 5:00 p.m. Eastern Time on April 13, 2007. Late LOIs will not be accepted, no exceptions.

If your LOI is accepted, you will be invited to submit a full proposal. Applicants invited to submit a full proposal will be contacted by May 14, 2007, and given instructions for the full application process at that time. Please do not contact us for an update on your status prior to May 14, 2007.

The deadline for receipt of full proposals is 5:00 p.m. Eastern Time on June 22, 2007.  

Review Process

The LAF funding process is highly competitive. Letters of Intent will be screened by LAF staff for compliance with guidelines and adherence to LAF priorities as described in this RFP. Selected applicants will be invited to submit full proposals.

These proposals will be confidentially peer-reviewed within their respective grant and subject
area by committees of reviewers. Committees are composed of both experts in the subject area and cancer survivors.

Evolution applicants will be notified of the status of their application at the end of the review process by August 27, 2007. Implementation and CBPR applicants will be notified of the status of their application at the end of the review process by September 30, 2007. Please do not contact us for status updates before that time.

Applicant Q&A Conference Calls

Applicants are encouraged (but not required) to participate in one of the two teleconferences offered where they will have an opportunity to ask questions about the Request for Proposal (RFP) and the application process. Two optional conference calls will be held on February 6, 2007, at 10 a.m. CST and on February 8, 2007, at 3 p.m. CST to answer questions about the Community Program portion of the RFP.
